GOAL 4: ASSIST THE TRIBE AND TRIBAL MEMBERS TO BECOME SELF-SUFFICIENT STRATEGIC INITIATIVE  26 ACTIONS/TASKS 4.1 Fiscal Needs • Identify current funding and revenue sources and develop a Tribal-wide spending plan with income forecasting to expenses over three years, five years, etc. • Identify levels of self-sufficiency • Develop a Revenue Distribution Strategy for approval to pay for Member benefits under the GWE • Develop a plan for long-term wealth preservation and growth 4.2 Debt to Revenue • Complete a detailed analysis of current level of debt and projected future revenues based on enterprise and grant opportunities 4.3 Economic Development • Create a systematic approach and outline the decision-making process to support Tribally-owned business activities, ensuring that they support short and long-term strategies and are financially viable • Ensure that there is an effective method and clear guidelines for ongoing evaluation of the success or failure of business activities 4.4 Transparent Communication • Create learning opportunities for Tribal Members to better understand how Tribal government works, how decisions are made, the budget cycle and what it means to the Members, performance measures, the role of Council, etc. • Communication of the current fiscal conditions on an annual basis
