DOUBLE-CRESTED CORMORANT dries off following a late-

morning dive for a snack in Norwalk Harbor. The Coast Guard's

Sea partners campaign, along with efforts like Flotilla 07-02's water-quality monitoring program chronicled in the Spring 2016 issue of Over the Bow, have contributed to improvements in many local marine ecosystem, providing a healthier environment for both predators and prey.

The Sea Partners Campaign is the USCG's Marine Environmental Protection outreach and education program. The Sea Partners Campaign educates communities at large in developing awareness of marine pollution issues and improving compliance with marine environmental protection laws and regulations and educates the boating public about the negative effects of marine pollution, a major threat to migratory seabirds.
