Delano is a GROWING COMMUNITY! As it continues to expand and develop, residential, commercial and recreational opportunities are made available to community members. This growth requires clear direction from the City’s Planning Commission and Council. The City’s strategy of ensuring high- quality growth in a controlled fashion requires diligence on review of applications and planning future developments. As a result, the City relies on the Comprehensive Plan. This document outlines requirements for new developments and identifies ideal land uses for all areas of the community. The Comp Plan establishes growth rate for residential growth; recommending enough growth to pay for infrastructure and services, yet restricting growth at levels deemed harmful to the plan’s objectives. The plan also identifies necessary park areas, transportation corridors, infrastructure needs and design characteristics. New development typically begins with annexation. Filling its corporate limits, the City is expanding into adjacent Franklin Township by means of annexation. As this happens, clear direction from the Planning Commission and City Council are essential components to the controlled growth of the town. The Delano Planning Commission is responsible for reviewing all development applications including plat approvals, zoning amendments, rezoning, variances, appeals and special use permits. The Commission will then make its recommendation to the City Council who will then make the final decision. All applications, help sheets, and an application schedule can be found on the City of Delano’s website at www.delano.mn.us. Parks and Recreation. Parks and recreation are an integral part of the quality of life within the community. These programs provide a vehicle for residents to enjoy fellowship with other community members, participate in events and spend time outdoors with friends and family. The Delano area is blessed with a great parks system that hosts many opportunities for residents to participate in recreational programming. Park development and rehabilitation are also important to the quality of life within the community. Delano’s parks offer green space, sports facilities, trails and many other outlets to enjoy Minnesota’s great outdoors. The City provides a variety of park needs, ranging from smaller parks located within individual neighborhoods to larger community parks, such as Central Park. Building and Zoning. The City of Delano’s Building Department is responsible for building plan review and building inspections within the City of Delano. The plan review and inspection functions include commercial and residential construction plan reviews, inspection of these structures while under construction and the tracking and permitting of the construction process. The city enforces the Minnesota State Building Code and the city’s zoning code for building construction and property maintenance. Permit applications and requirements and applicable fees can be found online at www.delano. mn.us. Zoning complaints are also investigated by the building department. The city pursues zoning issues on complaint basis and works with property owners to gain compliance. Administration Department is responsible for managing the internal operations, as well as implementing the direction of City Council. Other responsibilities include: elections, maintaining official city records, point of contact for most permits and business licenses. Barb King Park - ZipKrooz Finance Department is responsible for the accounting of all financial transactions of the City. This includes payroll, non-utility billings, payable, receipts and purchasing. Delano Municipal Utilities completes the utility billing for the City’s sanitary sewer and storm water functions. The Finance Department is also responsible for managing the City’s financial assets, managing the City’s debt structure and risk management. Within these responsibilities are the specific obligations to prepare the annual budget, annual financial statements and capital improvement plan. Housing. The City, through the Economic Development Authority, operates the Crow River Villa Apartments, which provide 30 units of affordable public housing. These apartments are reserved for those seniors 62 or older; handicapped and/or disabled persons that are able to live independently or with a little help of a privately-contracted service.
