Carlos Rosario along with community organizers launch the first Festival Latino. The
goal? To promote the social, economic, political, and cultural importance of DC Latinos
and provide a means to celebrate their history. Attendance is estimated at 5,000.
Carlos Rosario y líderes de la comunidad organizan el primer Festival Latino. ¿La meta? Pro-
mover la importancia social, económica, política, y cultural de los latinos en DC, y proveer
un espacio para celebrar su historia. Se estima que asistieron 5,000 personas.

Francisco “Pancho” Otero establishes the Centro de Arte at the Wilson Center, along with
a group of artists who’d been meeting in the abandoned stables at Hillyer Place.

In the heart of Adams Morgan, under the leadership of muralists Carlos “Caco” Salazar
and Renato Salazar, a group of artists paints “A people without murals are a demuralized
people,” the first DC mural created by the Latino community.
