PRESENTERS

Dr . Mildred Huff Ofosu , Assistant Vice President at Morgan State University for thirteen years and has a total of 27 years in research administration . The unit in which she serves is Division of Research & Economic Development ( DRED ), which supports the institution ’ s objectives in increasing extramural funding for research , focusing on compliance , enhancing the Universities ’ facilities , developing new academic programs training and educational activities . She is the lead administrator of Maryland Research and Applied Sciences Consortium ( MRASC ), which collaborated with Maryland TEDCO that received funding from Fort Detrick ( USAMRMC ) for the MRASC HBCUs / MSIs to build their research capacity , align with small minority companies in the development of technology , and technology transfer mechanism . Dr . Ofosu has served as a peer reviewer for NIH , USED and NSF . Most recently , Dr . Ofosu serves as Chair of the Biomedical / Biobehavioral Research Administration Development ( BRAD ) Review Committee in 2012-15 . She has been a frequent presenter at national meetings including SRA , NCURA , and NSPAA . Dr . Ofosu has several publications in her research area of Immunogenetics and in Sponsored Program Administration . She is a Charter member and former president of NSPAA and has served in other official capacities . Dr . Ofosu has assisted with planning NSPAA ’ s annual meetings since its inception and is a Board member of NSPAA . She is currently serving as Chair of the local planning committee for 2016 NSPAA Technical Assistance Workshop .
Mrs . Paula Shaw is the Director of the Office of Sponsored Programs at Norfolk State University ( NSU ), in Norfolk Virginia . She has been successfully employed there in various administrative roles for 35 years , including Assistant Vice President for Development , Assistant Vice President for Sponsored Programs , Acting Vice President for University Advancement and Director of the NSU Foundation , and Director for the Office of Research . She is an active member of National Sponsored Programs Administrators Alliance ( NSPAA ) of Historically Black Colleges and Universities ( HBCUs ), where she served for four years as President and is also a founding member of the organization , which started in 1992 . She is a member of SRA , AUTM , PRIM & R and several other organizations ; a former Board member of STARBASE Victory , a youth STEM program of the City of Portsmouth Public School System where she served for 17 years ; and she is a proud HBCU product ( NSU ) where she matriculated in Political Science and further studied in Human Resource Planning and Administration . Shaw prides herself in the work she does in the community , including her church , Mt . Gilead Missionary Baptist Church , where she serves as a Trustee and a John R . Gray Missionary and the training she provides small and medium-sized non-profits , and colleges and universities , primarily to enhance their infrastructure . She has been happily married to Vincent Shaw for 40 years and they have two daughters and one son by marriage — they are all also HBCU products .
Dr . Samuel Washington has over 34 years of combined experience in higher education and industry . Dr . Washington currently serves as Director for the Office of Governmental Contracting Services at Southern University , Baton Rouge Campus . Dr . Washington was instrumental in initiating the first DoD Mentor-Protégé Program and Student Mentor-Protégé Program at Southern University , which led to the development of contracting work with various federal agencies . The Office of Governmental Contracting is now helping to lead historically Black Colleges and Universities in contracting work with the federal government , with over $ 27 million dollars in contract awards over the last 15 years . His experience with the Mentor-Protégé and contract programs at Southern allows him to provide oversight , coordination , and guidance to task managers , staff , and faculty who l work on various projects at the Baton Rouge Campus . Prior to his work at Southern , Dr . Washington worked for 20 years in the field of research and development at Dow Chemical , Plaquemines , Louisiana . Dr . Washington earned a Doctorate of Philosophy in Analytical Chemistry from Louisiana State University and a Master of Science in Organic Chemistry from the University of Nebraska , Lincoln , NB . He received a Bachelor of Science in Chemistry from Northeastern State University , Ruston , LA .
