Former PBA President Ginesi passes at 91
Former NJ State PBA President Frank Ginesi, a member of State Corrections Local 105, passed away earlier
this year. Frank served as state president from 19781996 under four different governors (Brendan Byrne,
Tom Kean, Jim Florio and Christie Whitman).
Known for his gruff style and old-time ways, Frank
oversaw positive pension changes for law enforcement
at a time when government was much more responsible with its obligations to our pension system. One of
the most notable pieces of legislation passed during his
tenure was “The Mortgage Bill” which allowed PFRS
members at the time to get mortgages at a significantly reduced rate, nearly half of what some had financed
at in the late 1980’s or early 1990’s.
Frank was an army veteran of World War II and
worked as a corrections officer at Rahway State
Prison.d
