NCSTIIID to Become National Association of English Learner Program Administrators (NAELPA)

The National Council of State Title III Directors has changed it name to the National Association of English Learner Program Administrators.

Why the name change?

1. We are changing from ‘Council’ to ‘Association’ because the ‘association’ highlights the goal to align our work and support educators from a wide range of contexts who serve and support ELs;

2. We removed ‘State’ from the name because the organization is open to membership from more than just state directors. We don’t want anyone to feel discouraged from joining or participating because they don’t work at a state department of education;

3. We removed ‘Title III’ and replaced it with ‘English Learner’ because our focus is on supporting all those who serve ELs, not just those working in programs supported by a single federal funding source, Title III; and

4. We changed from ‘Directors’ to ‘Program Administrators’ because the focus of the organization has been to support administrators and others working in EL programs and services. Professionals at all levels and branches of state and local education systems are welcomed and included in our work

What major changes are being made in addition to the name change?

1. All LEAs with members will have a vote in general membership (previously LEAs educators could be members but didn’t have voting rights).

2. Three member-at-large Executive Board positions are being added and are designated for LEA members (previously, only SEA members could serve on the executive board).
