The National Council of State Title III Directors, NCSTIIID – not as catchy as NASA, and certainly functioning with a much smaller budget, is similar in the fact that our mission, to serve students whose first language is not English, has never changed. It has been done under the title of National Council of State Directors of Bilingual Education and will soon continue under the name National Association of English Learner Program Administrators (NAELPA) , a slightly easier acronym to pronounce.
We are excited to launch the new iteration of the organization. As with NASA, the mission remains the same. We strive to be “The Voice
for ELs.” Technology has advanced, allowing us to reach more educators via the web site you just saw, webinars, archives, social media and so much more. Knowledge in the field of language acquisition has grown leading to enhanced teaching and learning strategies like the ones you will hear about today. And needs have changed. With the growing EL population, understanding urgent needs, cultural impact and strategies for advocacy are of ultimate importance.
