Ad Town Council Quarter In Review In July, Council • Approved the All South Consulting Engineers Contract Amendment Request for Debris Monitoring. • Approved the Citizenserve Business Licenses and Permitting Software Proposal. • Appointed Morris Hanan to the Board of Zoning Appeals. • Approved the first reading of Ordinance 2018-09 to Amend Article 14 -General Regulations, Chapter 1 -Flood Damage Prevention, Division 3 -Provisions for Flood Hazard Reduction, Section 14-173 -Special Standards. • Approved to provide the Town Administrator the authority to expend up to $5,000 during the 2018-2019 budget year for cash or noncash awards to employees at the Town Administrator's discretion. In August, Council • Approved the second and final reading of Ordinance 2018-09 -to Amend Article 14 - General Regulations, Chapter 1 - Flood Dam age Prevention, Division 3 - Provisions for Flood Hazard Reduction, Section 14-173 -Special Standard. • Approved the Charleston Area Regional Transportation Authority proposed 2019 Fiscal Year Budget. • Authorized legal counsel to move forward to file the necessary actions to demolish the property at 122 Turnberry Lane. • Authorized the Town Administrator to incur costs up to $50,000 plus any attorney's fees incurred to date, to be used for the cost of demolition and any necessary re-landscaping of the property at 122 Turnberry Lane. In September, Council • Viewed presentations from the Charleston Area Transportation Study on Long Range Transportation Plan and the Flood Mitigation & Sea Level Rise Report from the Flood Mitigation & Sea Level Rise Subcommittee. • Approved first reading of Ordinance 2018 to amend Article 16 -Beach Management, Chapter 1-Beach Lighting. Charleston County Council will accept applications through November 26. The St. John’s Fire District Commission Board consists of nine members, appointed by the Governor upon recommendation by Charleston County Council who is responsible for the oversight of all administrative and operational aspects of the St. John’s Fire District special purpose district. The board has the authority to purchase, establish, enlarge, maintain, conduct, and operate the special purpose district as deemed neces- sary. The board meets to review operational, financial, and administra- tive activity reports. Interested parties should contact Chris Widuch via email at email@example.com. 4 By: Alison Frey Planning & Zoning Moves In-house The Charleston County Zoning and Planning Department located in North Charleston, SC, handled the Town’s planning and zoning functions for many years. Since July 2018, these services are now provided in-house at the Town’s Municipal Center, as the Town officially welcomed John Taylor, Jr. as Planning Director. Zoning applications including property rezonings, subdivision applications, variance requests among others are now processed through the Town’s in-house planner. This move benefits the permitting process, by planning and zoning having the capability to communicate more regularly with other departments and committees of the Town. Furthermore, a convenience element is enhanced for property owners and other design professionals. With Kiawah’s Planning Department located in-house, John values the opportunity to engage and connect more frequently with residents and Kiawah stakeholders. The Insurance Services Office (ISO) independently evaluates municipal fire protection efforts in communities throughout the United States. ISO analyzes the data using its Fire Suppression Rating Schedule and then assigns a rating number. The department previously had a split rating of 3/9. Residents of unincorporated John’s Island, Kiawah Island, and Seabrook Island improved their rating from a Class 3 to a Class 2. The new rating went into effect on August 1, 2018. The ISO rating process involves a periodic, detailed analysis of all fire department operations, including fire suppression capabilities, community risk reduction and fire prevention efforts, available equipment, and the distribution of emergency response vehicles. The evaluation includes a review of key supporting elements and partnerships such as those with the Charleston County Consolidated Dispatch for 911 services and the available water supply and hydrant systems. The program provides an objective nationwide standard that helps fire departments in planning and budgeting for facilities, equipment, and training and provides a tool for insurance companies to measure the expected performance and capabilities of the areas fire response forces. Insurance companies use rating information to help establish fair premiums for fire insurance, generally offering lower premiums in communities with better protection. Class 2 is the second highest class awarded on a scale of 1 through 10.
