Individuals and Households Program
The Individuals and Households Program ( IHP ) provides financial assistance and / or direct services to disaster survivors to assist with necessary expenses and serious needs resulting from a Presidentially-declared disaster . The IHP program has two provisions of assistance : Housing Assistance and Other Needs Assistance . Housing Assistance When eligible applicants have been displaced from their primary residence due to a Presidentially-declared disaster , they may be eligible for temporary housing assistance . The most common form of temporary housing assistance is financial assistance . Applicants may use the financial assistance to secure temporary housing such as a house , apartment , hotel , motel , a manufactured home , recreational vehicle , or other readily-fabricated dwelling available to be rented by the public . The amount of financial assistance that an applicant can receive is capped , and it includes temporary housing assistance , financial assistance to repair or replace their primary residence , and other needs assistance . Initial assistance may be provided for up to three months for homeowners and at least one month for renters . Assistance may be extended if requested after the initial period based on a review of individual applicant requirements .
Assistance under the Housing Assistance program includes :
• Temporary Housing : Financial assistance to rent a different place to live or a temporary housing unit ( when rental properties are not available ).
• Transitional Shelter Assistance : FEMA provides eligible applicants access to a list of approved hotels in their area and applicants may choose to stay at any approved hotel or facility .
• Housing Repair Assistance : Financial assistance for homeowners to repair damage from the disaster that is not covered by insurance . The goal is to repair the home to a safe and sanitary living or functioning condition .
• Home Replacement Assistance : Financial assistance to replace a disaster-damaged home , under rare conditions , if this can be done with limited funds . FEMA may provide up to the IHP maximum for home replacement .
• Semi-Permanent or Permanent Housing Construction Assistance : Direct assistance or money for the construction of a home . This type of assistance occurs only in very unusual situations , in locations specified by FEMA , where no other type of housing assistance is possible .
