Home heating and the cold weather rule

I have been asked several times in the last couple of weeks about the “ Cold Weather Rule ” ( CWR ) and how it relates to home heating . The CWR applies to utilities that are hard connected to a residence and energy is provided through the connection , such electricity , natural gas and municipal steam . The rule states that such providers cannot curtail the supply of energy for heating purposes during the normal heating season even if the customer is delinquent in payment . Providers of heating oil and propane are exempted from this rule and can refuse delivery if account is past due . The logic is that the hard connected customers are captive and have no alternative supplier whereas heating oil and propane customers have choices if a particular supplier refuses to deliver . If you or someone you know may have trouble with their heating bills this season there may be assistance available .
