The City of Martensville would like to supply the residents with information regarding the annual “ Lane and General Clean-up ” program . Our Public Works Department with the help of Urban Camp will be out during specified dates to pick up items that are listed below . It is our hope that by offering this service it will eliminate the amount of trash and debris that is dumped in back lanes and business / contractor dumpsters . This program is intended for residential household yard cleanup waste , and not intended for commercial and industrial business waste . It is the responsibility of residents to ensure that their waste is disposed of properly . Any waste not picked up or not meeting the criteria for pickup must be disposed of properly through an approved disposal means to avoid prosecution under the Waste Bylaw .

Where can i dispose of items you aren ’ t picking up ? More information on available services for disposal of special items as well as a list of places to recycle some of the above items is listed on the City website under Living Here / Waste & Recycling . Notices about special collection events such as Hazardous Household Waste Collection Day will be posted on the City of Martensville website as information becomes available .
2016 Collection schedule Residents that live North of Main Street will need to have their items out by September 6th - 8:00 AM . Residents that live South of Main Street will need to have their items out by September 12th - 8:00 AM . Please note that the City will be making one pass only .
When can i place items out for collection ? All residents with back lanes shall not place any items out in the lane until one week prior to pick-up each year . All residents without back lanes shall not place any items curbside until the day before pickup . Please ensure that the items placed in the lanes and curbside are not restrictive to traffic and you do not have anything in the lane that you do not want removed . The City will not be responsible for anything left in the back lanes by residents .
Please kindly keep the lane bordering your property maintained to ensure a safe and quick collection .

Canada Post reaches tentative agreement

As weeks have passed , Canada Post ’ s negotiations with Canadian Union of Postal Workers ( CUPW ) have continued . Last week , discussions around negotiating a new collective agreement and finances were highlighted . The union ’ s position regarding pensions and pay equity would cost approximately $ 1 billion . Mike Palecek , CUPW president , has asked Canada Post to outline where the $ 1 billion figure came from , but feels as if he has been stonewalled . Palecek has stated that the $ 1 billion estimate does not account for a decrease in labour costs .
Both sides of the negotiation have stated that little progress has been made , as the 60-day strike mandate comes to a close . Scott Brison , Treasury Board President has commented that the government strives for a balanced and fair collective bargaining process : “ My message to them was the same : Canadians hope they will be able to negotiate a new collective agreement without a work stoppage ,” stated Brison .
Additionally , Wayne Cheeseman , Canada Post ’ s chief financial officer has said that the pension plan ’ s obligations are growing at a quicker rate than the corporation : “ What we are attempting to do is certainly recognize that the pension plan is important for our existing employees and retirees but try and address the long-term sustainability of the pension plan at the same time ,” Cheeseman said . Canada Post made a $ 278 million contribution to the pension plan last year , but was given some relief by the former Harper government until the end of 2017 . It previously would have had to pay $ 1.4 billion without the government relief . Canada Post CEO Deepak Chopra has commented : “ The postal service continues to face the challenges of dwindling mail volumes amid a shift to digital , despite a growth in parcel volumes .”
While negotiations are continuing between both parties , small businesses are feeling the pressure . A possible strike at Canada Post means businesses have to find alternative ways to ship their product to customers . For most businesses , this means switching to a more expensive courier service .
Recently , Canada Post commented that the Canadian Union of Postal Workers ( CUPW ) had “ reached an impasse ,” commenting further that the two parties have made “ little progress on significant issues .” Canada Post has warned Canadians a 72-hour strike notice could potentially be issued by the union . CUPW has stated that it has met with federal officials to discuss major issues : " We prefer to reach an agreement without a strike and we have never made any threats or ultimatums ," a statement from the union ' s chief negotiators said .
Last Friday , Canada Post ’ s Vice-president of Sales Serge Pitre , sent out a letter to Canada Post customers advising : “ The Canadian Union of Postal Workers ( CUPW ) has provided Canada Post with a 72-hour strike notice . This means the union will be in a legal position to commence strike action on August 28 , 2016 . Following that , they will be free to take further action to disrupt the postal service at any time without additional warning . This action by the union does not necessarily mean a fullscale strike will occur . Canada Post will fully cooperate in the negotiation process ,” commented Pitre .
MaryAnn Mihychuk , Minister of Employment , Workforce Development and Labour announced she has appointed a mediator to assist in negotiations . William Kaplan , lawyer , author , mediator , and arbitrator was appointed Friday , August 26th to help find a resolution to the long labour dispute at Canada Post . Mihychuk has also commented : " I am hopeful that this will bring a new perspective to the negotiating table , which could motivate the parties to find a solution and move beyond their current impasse ."
Contract discussions have been occurring for nine months between Canada Post and CUPW . Last week , these discussions hit a wall , both sides commenting they remain far apart on key issues . The key issues in these talks remain : pay scales for rural workers and changes to pension plans for future employees .
CUPW is advocating for wage parity between rural and urban employees , as rural carriers earn approximately 30 per cent less than urban mail carriers . Additionally , Canada Post is attempting to alter pension plans for future employees , ultimately creating a twotier pension system .
The beginning of this week brought news of a possible strike . In a statement late Sunday night , CUPW placed the threat of job action on hold for 24 hours . Negotiations between Canada Post and CUPW started Friday and continued into Sunday afternoon .
“ We maintained , but they always knew that if they were to file a strike notice , the collective agreements would expire and that ’ s what ’ s happened . This was communicated to the union months in advance . If they were to file 72-hour notice , we would be changing the terms and conditions . In the case of vacation , for example , workers would not lose their vacation time if they chose to put it off . Alternatively , they could continue to take their vacation , only unpaid ,” commented Hamilton .
As of Tuesday this week , Canada Post and CUPW have reached a tentative agreement . This agreement lessens the worry of a possible mail disruption that has been on the minds of Canadians for the past few months . MaryAnn Mihychuk has stated : “ the proposed collective agreements were reached voluntarily . There ’ s a lot of credit that needs to be given to the two parties , because the union and the company , even though they had faced the wall , they decided to give it another try .”
CUPW made a statement Tuesday evening : “ We achieved these agreements because we remained strong and maintained our strategy .” The collective agreement reached will last two years , which is half the norm . Canada Post is pleased regarding the “ muchneeded certainty in the postal system .”
