Port Townsend Paper Port Townsend Founded in 1927, Port Townsend Paper employs 295 people, making it the largest private employer in Jefferson County. It continues to lower its carbon emissions while recycling one-third of Washington’s cardboard ― and adding $660 million to the Puget Sound economy. State Reps. Steve Tharinger, D-Dungeness, and Mike Chapman, D-Port Angeles, joined AWB to learn about the kraft and container paper manufacturer that has anchored the Jefferson County economy since 1903.
