JOBS & CONTRACTS About the Sewer System Improvement Program For the past 100 years, the City of San Francisco has protected public health by operating a sewer system that treats and disposes of sewage and stormwater to the Bay and Pacific Ocean. Today many of the system’s pipes and facilities are at the end of their useful life. It is critical to invest and strengthen this system now to ensure that the people who live, work, and visit San Francisco everyday can continue to depend on its reliable operation. The owner and operator of this system, the San Francisco Public Utilities Commission (SFPUC), has embarked upon the Sewer System Improvement Program (SSIP), a 20-year, multi-billion dollar citywide investment, necessary to upgrade our aging sewer infrastructure to ensure a reliable and seismically safe system now and for generations to come. An investment in sewer infrastructure of this magnitude presents a once in a lifetime opportunity to: • upgrade our aging sewer system to sustainably support all who live, work, and visit our amazing City; • provide training and support services for the community to access, and meaningfully participate, on projects being constructed in their neighborhoods; • create job opportunities and access to careers that provide living wages and benefits; and Making a Lasting Investment With our current and upcoming infrastructure investments, the SFPUC has an opportunity to support San Francisco’s ongoing economic vitality by strengthening its neighborhoods, businesses, and workforce through: JOBS: Our projects are covered by the San Francisco Local Hiring Policy for Construction and have a goal of 30% at this time, meaning these hours must be worked by San Francisco residents. For apprenticeships (entry-level jobs) this goal is 50%. Percentage of hours worked (required vs. actual) • provide opportunities for the startup or growth of small businesses. A Success Story: Robert Harrison For every successful resident that gains valuable career skills and employment opportunities on our capital projects, a ripple effect of positive change and empowerment reverberates throughout our community. “I was looking for a good job to take care of my family,” said Robert Harrison, a father of three who grew up in SF’s Sunnydale neighborhood. “I had a warehouse job, but not a career; CityBuild provided me with an opportunity on the SSIP through its referral program.” Robert’s sister is a bricklayer and through her he was connected with Young Community Developers (YCD) for workforce training then CityBuild. Following several months on his new job, his daughter saw his paycheck and said, “Dad, I want to do what you did!” “I was looking for a good job to take care of my family” Robert is one example of an increasing number of workers benefiting from, and sharing their experiences in connection with, these workforce partnerships. “I tell my story to my family and a lot of the young guys in the community,” Robert concludes. “I tell them go sign-up for CityBuild Academy, get up early and stay focused, and you can get into a good career with union wages and benefits.” Actual 72% Actual Goal 30% 36% All San Francisco Residents Goal 50% San Francisco Apprentices CONTRACTS: The City also has a mandate for local community contractors to participate. Although the goals vary per contract the SFPUC is committed to maximizing local participation on every project. THIS REPORT is designed to provide a biannual snapshot of the jobs and contracts provided by the SSIP and serve as a resource guide for those looking to get involved with this once in a generation opportunity.
