Boksanski MAA’s Legislative Agent LEGISLATIVE ENVIRONMENT We expect a busy fall season with many public hearings, some bills moving to the floor, and a continued focus on MassHealth reforms. The Governor did not veto the health care band-aid package that was sent to him in July, but agreed to let new fees on employers and a slowdown in UI costs stand without the reforms he sought to the state’s Medicaid program. The Legisla- ture signaled they would continue to work on reforms and he took them at their word. In addition to the Section 1115 Waiver request that was submitted to the federal government (CMS) on Friday, September 8th, there will be a debate on ways to make the system more effective and efficient. The Senate has held two public hearings to solicit feedback from stakeholders and appears to be developing their own proposal, while the House has been less active on this front. Criminal justice reforms, Airbnb regulation, and overrides of some of the Governor’s vetoes are on the fall agenda. In a formal session in early September, $275M worth of vetoes were overrode. For MAA, we expect several matters of interest related to pesticide use, water conservation and pollinator health to come up for public hearings but no firm dates have been set at this time for most matters. With the tragic passing of Rep. Gailanne Cariddi earlier this year (D-North Adams), a new House Chairman, Rep. Smitty Pignatelli (D-Lenox), has been appointed. Rep.
