Operation Underground Railroad | Rescue
Digital Forensic Lab
A donation from the dōTERRA Healing Hands Foundation ® in 2018 assisted Operation
Underground Railroad in building the first Digital Forensic Lab dedicated solely to fighting child
exploitation in South America. The lab provides trainings in online investigations and digital
forensic evidence. In 2018 alone, the lab facilitated the arrest of 36 traffickers and helped
rescue 16 victims of sexual exploitation.
Mobile Crime Lab
When evidence is uncovered at a crime scene, it often
must be sent away to a lab for processing. Analyzing
this data at a lab can take months, during which time
the perpetrators are free to harm more victims. In
2018, the dōTERRA Healing Hands Foundation, in
partnership with Operation Underground Railroad,
funded a mobile crime lab that can analyze
evidence on-site in just hours, making possible the
immediate arrest of dangerous criminals. The lab
was stationed in Mesa, Arizona in November 2018.
Domestic ICAC Task Force
In 2018, donations from the dōTERRA Healing Hands Foundation to Operation Underground
Railroad assisted in developing partnerships with Internet Crimes Against Children (ICAC)
task forces in the United States. These partnerships resulted in 50 arrests and 7 rescues in
Washington State, as well as 24 arrests in Arizona.
Rescue Operation Support
Operation Underground Railroad uses a team of highly trained team members, such as Navy
Seals and Special Operatives, to rescue children from sex trafficking around the world. In 2018,
the dōTERRA Healing Hands Foundation supported Operation Underground Railroad rescue
and aftercare operations in the United States, Cambodia, Colombia, the Dominican Republic,
Haiti, and Nepal.
Medical Mission
The dōTERRA Healing Hands Foundation funded a mission for Operation Underground Railroad to
provide medical supplies, pharmaceuticals, medical kits, hygiene items, and food to a highly-trafficked
area in Haiti, right on the Dominican Republic border. The medical supply offering was an opportunity
to continue the search for Gardy, the Haitian boy that went missing in 2009 and spearheaded the
formation of Operation Underground Railroad, as well as to follow-up on recent leads.
Siri and her handler, Geraldine Blay-Raffo, visited dōTERRA ® Headquarters in October 2018 to meet
the dōTERRA executives and dōTERRA Healing Hands Foundation ® staff.
Electronic Detection K-9 Units
The dōTERRA Healing Hands Foundation, in partnership with Operation Underground Railroad,
purchased four electronic detection K-9s to assist in anti-sex trafficking efforts. These K-9s are
trained to locate electronic pieces of evidence at crime scenes such as: SD and micro SD cards,
thumb drives, cell phones, hard drives, external hard drives, iPads, and more. These electronic
devices often contain evidence that can incarcerate perpetrators of child pornography.
Two of these K-9s, Spike (Spikenard) and Douglas Fir (Fur), are in training and will be stationed in
Pennsylvania and the San Jose area of California respectively upon completing their training. The
other two K-9s, Siri (Cinnamon Bark) and Frankie (Frankincense), are currently working in the field:
Siri has been in service as an electronic detection K-9 since November 2017. Siri and Investigator
Blay-Raffo are currently stationed at the Seminole County Sherriff’s Department in Florida.
dōTERRA Hope ® Blend in Peru
In 2016, the dōTERRA Healing Hands Foundation ®
expanded its mission to include efforts to fight
sex trafficking. To support these efforts, dōTERRA
developed the dōTERRA Hope Touch blend. The
original purpose of dōTERRA Hope Touch was to
use the bottle as a vehicle to get rescue hot-line
numbers into the hands of at-risk children by way of
a discreet peel-back label. In 2018, over 350 of these
special dōTERRA Hope Touch bottles were created
with Spanish labels and a hotline phone number
specifically for distribution in Peru.

Frankie is in service as an electronic detection K-9 after a career change from ICAN (Indiana
Canine Assistance Network) in March 2018. He and his handler, Detective Brian Pereira, are
currently stationed at the Fairfield Police Department in California.
