Besides the cold war ending as the USSR dissolves and issues in the east, not much happened with the foreign policy of the United States in the 1990s.

The Cold war didn’t have any battles but got very close. It started from the tension of military powers between NATO and the Warsaw pact. The United States wanted to stop communism from spreading, however that’s not what the USSR thought. In August 1991, the communist party of the Soviet Union lost control and got banned then the abortive coup attempt to gain control of the Soviet Union from Mikhail Gorbachev. Then finally, in December 1991, the USSR collapsed.

In the east and other parts of the world, the “Major non –NATO ally” (MNNA) was created in 1989. It includes countries like Afghanistan, Argentina, Australia, Pakistan, and many more. In 1996 the members received military and financial benefits when a new section was added.
