The conference has been designed to enhance the capacity of the parliamentary entities that exercise oversight functions in relation to promoting governance, accountability, transparency, and integrity in the Caribbean, to enable Legislatures to more effectively fulfill their responsibilities, especially with regard to government budget formulation, implementation, and oversight. The conference will provide direct technical advice and support to Chairs and Members of the principal financial oversight committees. From a longer-term sustainability standpoint, the conference also seeks to strengthen the institutions and staff within Legislatures to better support these committees.
To enhance the effectiveness and sustainability of a professional secretariat’s support to financial oversight committees, the conference will discuss experiences with:
(a) reorganization of Secretariat support structures;
(b) delineation of the roles and responsibility of key positions and placement of staff per defined jobs;
(c) introduction of business plans duly approved
