4.2.3.6 Non-Malaysian Employees: Recruitment Cost and Levy About 40% of the employers with non-Malaysian employees spent on recruitment in 2015, with an average expenditure of RM28,000 per employer for expatriates / PR, and RM49,000 for foreign workers. Recruitment cost includes expenditure on job advertisements, fees to recruitment agencies, relocation, health screening, etc. Figure 4-58: Average annual cost of recruitment per employer (RM) for non-Malaysian employees The education sector reported spending the highest amount of recruitment cost for expatriates and PR (average of RM108,000 per employer in 2015), followed by professional, scientific and technical activities. For the foreign workers, the highest annual recruitment cost came from the manufacturing sector at an average of RM81,000 per employer, followed by construction and agriculture.
