The WPCP allows students who reside in a Wisconsin school district to attend Xavier Catholic Schools , tuition free if eligibility criteria are met :
1 . - Family income places you at or below 185 % of the federal poverty
2 . - You reside in Wisconsin , not in Milwaukee or Racine School Districts

These vouchers are awarded on a lottery basis and cover the cost of the base tuition and the registration fee . Once a student is awarded a voucher with St . Francis Xavier Catholic School System , with annual minimum paperwork the voucher follows the child through grade 12 .
