by the Crisis Intervention Centers (CICs) functioning in the eleven police districts of Delhi. The CICs help the RCC
lawyers to identify cases of rape in different areas of Delhi.
The RCC works 24x7 throughout the year.
Twenty-four hour Mobile Helpline - 1800-11-9292
In order to provide immediate relief to women in distress, one 24 Hour Mobile Helpline Van was flagged off in July
2008 by Smt. Sheila Dikshit, Hon'ble Chief Minister of Delhi. This year, the Commission has added 4 (Four) more vans
which are outsourced to 5 NGOs for the Five Zones identified in Delhi. These helpline runs round the clock and
counselors can be contacted on 1800-11-9292 number by women in distress. When calls are received on the toll-free
number, the counselors inform the concerned area police station, so that one police personnel, preferably a lady
police officer, may reach the place of incident at around the same time as the Helpline counselors to help the woman
in overcoming the distress.
The 24 Hour Mobile Helpline has been very successfully in providing safety and emotional support to women of Delhi.
Mahila Panchayat
Mahila Panchayat (MP) project by DCW was launched in 2001. It is an initiative taken up by the Commission for legal
empowerment of women and for distress redressal at the community level. Groups of community women, identified by
NGOs, form a panchayat in their area, take up local disputes, counsel the two parties and assist in reducing violence
in their locality.
At present there are 68 NGOs which are managing 100 panchayats in different areas of Delhi. Awareness camps are
organized at the community level to create awareness among the women and even men of the community about their
legal rights, social, family and health issues.
Pre-marital Counseling Centre (011-23370146)
The pre-marital counseling centre was started in July 2008. A growing number of failed marriages in and around Delhi
necessitated the need for opening such a centre in the Commission, where Counselors can counsel the pre-nuptial
couples on various issues related to marriage, such as, having realistic expectations with each other, perceiving each
other as equal players in home making, being sensitive to each other's feelings etc. Commission also conducts PreMarital Counseling workshops in colleges of Delhi.
The pre-marital centre functions from 9.30 a.m. to 6.00 p.m., from Monday to Friday.
