TOY CERTIFICATION IN INDIA
Toy safety is a concern for parents all over the world
and hence it is an important subject of legislation for
governments across the globe. Every country has
their own legislations and specific requirements on
the quality of toys sold in that country. Government of
India also has made policy guide lines on the quality
of toys imported to the country. The first policy guide-
line on quality certification requirement for toys was
for imports from China and came in the year 2009.
This was followed by government notification on
quality certification for all imported toys in January
2010. The requirement was that all toys covered
under Exim Codes 95030010, 95030020, 95030030
and 95030090 imported to India should carry quality
certification under ASTM F963 or EN71 or IS9873.
These guide lines were amended by the notification
dated 1st September 2017. Effective 1st September
2017, import of toys to India, under Exim Codes
95030010, 95030020, 95030030 and 95030090
shall be permitted freely only when accompanied by;

A) A certificate that the toys being imported conform
to the standards prescribed by the Bureau of Indian
Standards (BIS) IS 9873.
(i) Part 1 - Mechanical and physical properties
(ii) Part 2 - Flammability
(iii) Part 3 - Immigration of certain elements
(iv) Part 4 - Swings, slides and similar activity toys
for indoor and outdoor family domestic use
(v) Part 7 - Requirement and test methods for finger
paints
(vi) Part 9 - Certain phthalates esters in toys and
children products
(vii) IS 15644 - Safety of electric toys
