2 December 2013 Refined Process (Continued from Previous) Payroll, Major Repairs As a labor intensive business that operates 24 hours per day, seven days per week, KICA’s staff is its largest expense as well as its biggest asset. The 2014 budget allows for KICA to award appropriate payroll increases to those whose performance merits them, as well as addressing staffing needs in the Land Management Department, while raising overall personnel expenses by just 3.1%. In addition to payroll/staff expenses, Major Repairs and Replacement (MRR) costs make up a large part of KICA’s overall expenditures. Major projects such as pipe occlusion work, drainage system repairs, boardwalk construction and landscape capital improvements are planned for 2014. This coming increase in MRR expenses is what ultimately led to the creation of the SAA, as a way for KICA to diversify and stabilize its reserve revenue, which funds MRR projects. Included in the 2014 budget is funding for three new full-time Land Management employees, two crew members (assigned to zones one and four respectively) and one new irrigation technician. As maintenance standards are increased island-wide and Land Management staff becomes responsible for additional landscaping (over the past 11 years, staff has assumed responsibility for an additional 848,275 square feet) more staff are needed to meet standards and preserve values.
