Existing Military Operations Surface
Though the City of Biloxi has incorporated the Existing Military Operations Surface (EMOS) by reference along with a corresponding height hazard map in the Land
Development Ordinance (LDO), the EMOS is not graphically depicted per the Air Force description. The City of D’Iberville does not acknowledge the EMOS.
For strategies that address the EMOS issue see the following Strategies:
VO-1A “Amend Land Development Ordinance for Height Hazards”
VO-1C “Foster Enhanced Planning Awareness Of Keesler’s Imaginary Surfaces and
Existing Military Operations Surface Through Accurate Mapping“
VO-1D “Consider Developing a Zoning Height Limit to Assist in Management of Height
Issues Related to Development”
VO-1F “Proof of FAA Notification”
VO-2A “Amend the City’s Zoning Ordinance for Imaginary Surfaces Heights and Slopes“
Implementation into the Future
This document will become the playbook for the next phase of the JLUS implementation of the strategies. What many JLUS communities have found is
that as the strategies are implemented and the community and military check off their accomplishments, they will identify new issues of which they
were not aware or those that were not relevant in 2017. Having gone through the process of developing and implementing the JLUS, however, the
communities and military will find their partnership of collaboration can prevent or resolve most matters. Lastly, the JLUS should be monitored and
updated every few years as communities continue to grow and develop, new technologies emerge and military missions may change
