significant criticism of the use of complex systems applied to the public policy area . In fact , we found only one study ( 2.86 %) in which the author argues , " models are an oversimplification of reality " ( Thieler , Pilkey Jr ., Young , Bush , & Chai , 2000 ), in a criticism of the models used to predict beach behavior in the United States . In all the other 34 studies ( 97.14 %), the authors argue explicitly in favor complexity theory for public policies . Other than Thieler et al . ( 2000 ), four studies present issues in the application of complexity theory to the public policy arena , as shown in table 6 . However , these four studies are mostly focused on the benefits of complex systems tools .
