Assessment Criteria Level of Emergence The policy is a journey that is driven by a vision . The policy has emergent properties that cannot be predicted and emerge through the policy while in operation . Internal Policy Complexity Measures the complexity of the delivery organization ; the extent the policy will use a systems-of-systems strategy , the complexity and maturity of the technology , and complexity of the policy design , implementation , and delivery process . External Policy Complexity Measures the stakeholder complexity , the maturity of the policy ’ s external environment , and the expectations from the policy . Importance Measures the political importance and cost of the policy .
