Editor ’ s Introduction
Welcome to the inaugural issue of the Journal on Policy and Complex Systems ( JPCS ). It is one of the first journals that promote application of complex systems theories , methods , models , and simulations in the domain of policy development , implementation , and evaluation . Policies are developed to regulate complex aspects of the society . However , policies and policy development process are in themselves a complex system . Therefore , it is only natural to offer a venue for exploration of policies as complex systems .
The JPCS will promote both quantitative and qualitative , complex systems-based , research in policy development . To that extent , models and simulations will be both encouraged and expected . We hope that over time a repository of models , simulations , and data sets will be created for the benefit of the entire community . In addition , novel approaches to communicating results and ideas will be encouraged , including YouTube video clips , graphic visualizations , and audio explorations .
This first issue includes six articles . They range from discussions on innovation and systems-of-systems approach to tools for policy analysis and policy making in information environments . Specifically , Juma revists Schumpeter in his analysis of innovation and development . Vinogradova and Serge probe the process of dissolution of a global alliance . Dombkins uses a system-of-systems approach to exploration of policy development . Ghorbani et al . explore the utility of agent-based modeling in policy analysis . Inguaggiato and Occelli use complexity as a paradigm for re-aligning government and governance relationships . Finally , Wagner and Kim explore the world of scientific publishing as a complex phenomenon . Future issues will address both focused themes and a broad treatment of policy and complexity issues .
It has been a remarkable journey from an idea for a journal to this first issue . There are many people who have been instrumental in making it possible . Paul Rich and Daniel Guiterrez-Sandoval of the journal publisher , Policy Studies Organization , have been extremely supportive , helpful , and constructive throughout the process . Liz Johnson worked tirelessly to make the journal possible . JPCS ’ Editorial Board members have been exceptionally generous with their time commitment and advice . I have been humbled and blessed with the support of this extraordinary group of people .
