Growth at general aviation airports can be hampered by the complexity of military related Restricted Areas , Military Operating Areas , and Military Training Routes that reduce available airspace and access to local airports .
• Aerial Crop Spraying Proximate to Dare County Range . Low‐level flight used for the aerial application of crop spraying in Military Training Routes and Restricted Areas near the Dare County Range has the potential to impact military flight training .
• Recreational Use of Drones . Recreational drone use has the potential to interfere with military overflight near the Dare County Range and within Military Training Routes .
Land Use ( LU ) The basis of land use planning and regulation relates to the government ’ s role in protecting the public ’ s health , safety , and welfare . Local jurisdictions ’ general plans and zoning ordinances can be the most effective tools for preventing or resolving land use compatibility issues . These tools ensure the separation of land uses that differ significantly in character . Land use separation also applies to properties where the use of one property may adversely impact the use of another . For instance , industrial uses are often separated from residential uses to avoid impacts from noise , odors , lighting . The following Land Use issues were identified :
