In essence, as the document
says in the introduction - “Under
the caveat that nothing is agreed
until everything is agreed”, there
is a clear willingness and intent,
on both sides, to protect both EU
and UK citizens, their residency,
health rights and their current
rights to work.
It even allows for a resident’s
“right of return” after up to five
year’s absence from the host
country, with a full return of their
residency rights. It also asks for
minimal red tape to accomplish
a inevitable change of residency
documentation, without cost to
the resident.
