In the 1950s, the Municipal Council of Kuala Lumpur (now Dewan
Bandaraya Kuala Lumpur) was active in development projects and
began building low cost housing to solve squatter problems which
were prevalent then.
A Public Works Department (PWD) engineer giving
instructions to a PWD operator on the preparation of
a site at Circular Road (Jalan Tun Abdul Razak), Kuala
Lumpur for the construction of flats to resettle squatters.
