Route to Professional Engineer with Practising Certificate
Cer tificate who is residing and practising
in Malaysia is entitled to submit plans,
engineering sur veys, drawings, schemes
proposals, reports, designs or studies to any
person or authority in Malaysia.
To be registered as a Professional Engineer with
Practising Certificate, a registered Professional
Engineer must pass a Professional Competency
Examination (in the branch of his registration) and
comply with the requirements as determined by
the Board.
Accredited Checker
The Board may register a person as an Accredited
Checker if he or she is a Professional Engineer with
Practicing Certificate registered in the relevant
branch of engineering approved by the Board, has
at least 10 years relevant practical experience
in the design and construction of buildings and
satisfies the Board that by virtue of his ability,
standing in the profession, special knowledge or
practical experience is qualified to be registered
under the Act.

“Accredited Checker” was introduced after the
tragedy of the collapse of Highland Towers in 1993
when BEM proposed that buildings of certain
complexity should be checked by an independent
and experienced PE.
Overview of the Engineering Team
On the topic of technicians, I recall the proposal
to give recognition to these key engineering
team members in the construction team when
the concept of CCC (Certificate of Completion
and Compliance) was mooted in 2005. There
was a proposal to require Form G under CCC to
be certified by technicians acting as supervisors
on site for a truly self-certification for building
delivery system in place of CFO. However, the
proposal was turned down by the Attorney
General’s office due to the fact that technicians
or supervisors are not regulated then. It is for this
reason that the amendment to the Registration of
Engineers Act has introduced Inspectors of Works
to complement the full engineering team for the
construction industry.
