Nonetheless , there is still a long way to go for Malaysia with regards to ELV policy . According to a study by the University of Malaya ( UM ), the Government should be ready to implement several key strategies in order to build a solid ELV structure in Malaysia , as shown in Figure 3 . Among other things , Malaysia needs to realise an ELV recycling law , restructure the process of deregistration and destruction , promote remanufacturing activities , conduct comprehensive research and ensure all related agencies and local authorities are working in tandem . The National Blue Ocean Strategy ( NBOS ) might be one of the best platforms to realise a viable ELV policy in the country .
