in a rapidly changing environment ( Teece et al . 1997 ; Eisenhardt & Martin 2000 ; Teece 2007 ; Zollo & Winter 2002 ). In Figure 1 , the research indicated that dynamic capabilities and innovation are important determinants of the relationship between intellectual capital and FM organisational performance . Therefore , the development of intellectual capital through human capital and social capital are very important in strengthening knowledge , skills and capabilities , and the ability to adopt changes in organisational capital to create dynamic capabilities and an innovative culture . These relate to the following competencies ; development of subject matter experts and change management implementation in Government asset management practices .
Findings of research carried out by Kamaruzzaman and Zawawi ( 2010 ) and Myeda and Pitt ( 2014 ) demonstrated that the lack of managing and applying an FM knowledge base in Malaysia has resulted in a lack of understanding of best practices in FM implementation . Additionally , the FM organisation in Malaysia is still in the development phase , in relation to the growth of knowledge and organisational practices required by FM industry in Malaysia ( Firdauz et al . 2015 ). As a result , there is a lack of local expertise in providing immediate response to service failures as well as the lack of FM practitioners in the local industry who can provide advice or assistance in the implementation of asset and facilities management . Knowledge of asset and facilities management is vital , but the local industry remains conservative and protective . A change of mindset is needed , and more proactive campaigns are needed to change the perception of professionals involved in asset and facilities management .
Currently , PWD has played a role as the hub of development in facilities management , creating a partnership with Universiti Teknologi Malaysia ( UTM ) to develop a programme of Master Asset and Facility Management for selected PWD officers . Furthermore , the creation of a certification programme for facility managers through the collaboration of UTM and the British Institute of Facilities Management ( BIFM ), and the launch of FM contractor registration by CIDB on February 15 , 2017 are important catalysts for the development of asset and facilities management in Malaysia .
In addition to strengthening the competencies , PWD is moving forward towards recognising Subject Matter Experts , particularly in the asset and facilities management field . The objective of this exercise is : -
1 . To give recognition to the technical staff who have the appropriate skills and knowledge as managers / supervisors in Assets and Facilities Management ,
2 . To produce managers / supervisors of the Assets and Facilities at the professional level in PWD ; and
3 . To increase the number of professionals in the field of asset and facilities management in the public sector .
Although competency and recognition approaches are important , both must be supported by changing mindsets through the change management plan . Change Management refers to any approach involving the transition of individuals , teams or organisations using new and proposed methods to make improvements involving the use of resource management , work processes , budget allocations or other modes of operation which will significantly reshape the company or organisation . Currently , the non-movable asset management procedures are implemented manually through TPATA and mySPATA Phase 1 . To ensure readiness when the application of mySPATA Phase 2 is completed , the change mangement plan to speed up the asset management process must be implemented .
ORGANISATIONAL PERFORMANCE
Currently there are many ageing buildings with high levels of deterioration in the country . Therefore , the implementation of FM contracts are very important in managing these non-movable assets . FM will help in standardising future required maintenance allocation , but these will not contribute to the minimisation of maintenance costs if the building services are in poor condition because of improper maintenance activities carried out in the past .
The combination of outsourcing and privatisation is boosting demand for FM services and driving revenue within the industry in Malaysia .
