M alaysia and other developing counties are facing serious traffic congestion problems due to population growth and rapid growth of motorisation in their cities. Nowadays, infrastructure development cannot match the rapid growth in motorisation and as a result, serious congestion occurs at almost every intersection during peak hours mainly due to the inability of the signal system to provide optimum flows, either due to the lack of optimum band width for progressive flows or because of the imbalanced green time splits. Traffic congestion is a condition on transport networks that occurs as use increases, and is characterised by increased vehicular  queuing, slower speeds and longer trip times. In Malaysia, delays and long queues are observed repeatedly during p VW'2GVPF"&BWGv&7G&FVvW2'&#B66&FrF6&fb#"FRW6fRw&wFFRFVBf"G&7'BfV6W22&W7VFV@FRFFV&W"b&V6&FVBF"fV6W26&V6rR֖ƖVG22&W7VBFR7&V6VBV&W"bfV6W26W6W2G&ff06vW7F&W7VFr6vW"G&fV7VVBआvvG&ff2'VW2B&VwVF2&R&WV&V@FFWfV&WGFW"G&ff266G'6G&ƖpFRvfVRbG&ff2frBBFR6PFRf"&6RG&ff2frfVW2FPgWGW&Rखf&W26FW26&2G&ff22V&VwV&ǒBG&ff26vW7F6W2&Ɩ2`&vvBW"&FW"F&VGV6RFW6R76W2B2V6W76'F&VGV6RFRFVFRB6F7&VFRVff6VBWFBb&W6frG&ff06vW7FfB6&WB#66&FpFw&VVvBB&VWGBbfV6RgVV67VF7&V6W2'&FVǒ3PVFW"Vg6vW7F6FF2BG֖0fV7V"FV2BFW'6V7F22"7W'&V@66W&&V6W6RFR7FF&B7FF2WGv&WVƖ'&Vf&VFf2F6GW&RW76VFfVGW&W2bG&ff26vW7F$$T5DDTT@G&ff26vW7FBrVWVW2BFPFW'6V7F2B&VF&WG267W'&rGW&p'W6W'2&R&WVFVFǒ'6W'fVBB'V@6VFr&66W&V&B2g&WVVFǐfwW&R#&V6FRBBԖFW'6V7F'6W'fVBFB&Fǒw&vr6GƖP6W&V&G&ff26vW7FBrVWVW0BFW'6V7F267W"GW&rVW'2F0&&V2ǒGVRFFR"6&FF&WGvVVF6VBG&bf26v6G&0&W7VFrVff6VB&w&W76fRG&ff2fw2FW"&&V26VFRFR&ƗGbW7FpC
