In the case of lifts, the code used is EN81-1: 1998 (Safety rules for the construction and installation of lifts) and EN 115- 1: 2008 (Safety of escalators and moving walkways). If the application does not strictly comply with the requirements specified in the code, it will be rejected. The applications must be submitted by a Competent Person (CP) Grade 1 registered with DOSH and who is employed by an Approved Firm registered with DOSH. The installer company or Approved Firm shall submit to the Chief Inspector of Factories and Machinery the required documents for such an application (permission to install, PTI) which includes detailed data, specifications and measurements as required in the First Schedule (for lifts) of the Act; a complete drawing plan showing the installation details of the lift and/or escalator at the site and certificates issued by the lift and/or escalator manufacturer stating that it has been designed and constructed in accordance with the specified rules and codes so far as these provisions are applicable. All of the above activities are conducted by DOSH headquarters, under the arm of Industrial Safety Division. Af ter approval for the installation is granted, inspection and testing activities are carried out on site. The inspection and testing by the state DOSH officer together with the Competent Person from the Approved Firm is to ensure all installation activities and safety features comply with the approved drawings and standards. Among the tests conducted are the safety component tests of gears, governors etc. A Certificate of Fitness (COF) will only be issued after the equipment has passed all inspection and testing criteria. The COF will be valid for a period of 15 months and must be renewed for a further period of 15 months. In addition, DOSH also conducts investigations into complaints relating to any lifts and/or escalators. This is an indirect method of monitoring the operation of the equipment, particularly those in public places.
