on a programme to create an examination
system termed the “Professional Competency
Examination” (PCE) which is now embedded in the
REA as a major “safeguard” measure. On passing
the PCE a Professional Engineer will be issued
a Practising Certificate to provide professional
engineering services in the country.
The PCE is a second tier examination
conducted by BEM, which tests a Professional
Engineer’s competence in understanding national
and local standards, rules, regulations and laws. A
licence to practice in Malaysia is subject to passing
this examination. The license is renewable every
year subject to the Professional Engineer having
undergone Continuous Professional Development
programmes accredited by BEM.
As seen from Figure 19, the Professional
Competency Examination is just one of four
safeguard measures that BEM is overseeing to
ensure the quality of services provided by both
local and foreign engineers.
Each safeguard measure has been designed
to suit the registered person’s responsibility and
accountability under the REA. At each level, the
competency of the registered person is tested. It
should be noted that the Practising Certificate is
essentially a “license” which is renewable every
year subject to the Professional Engineer obtaining
the requisite number of Continuous Professional
Development (CPD) hours.
