The target set by the Government to achieve
a developed nation status is 2020 is illustrated
in Figure 10. From the per capita income of
US$2,900 in the year 2009 towards per capita of
US$15,000 in 2020, requires a concerted effort of
6% per annum growth over the period of 10 years.
The liberalisation of the service industry is
intended to transform the country’s economy from
a middle income nation to a high income nation. It
is a strategic economic policy and the engineering
service industry amongst others contributes
directly to the country’s GDP or indirectly as the
main pillar in the support to other industries.

Among the various industries, the Government
sees potential in developing the business services
which has an historical growth rate of 7.9% from
2000 to 2009. It is only outpaced by the health
