Forward for Brownfield
Development
via Public-Private Partnership in Malaysia

This article explores the challenges
faced by the Malaysian Government in
dealing with development of brownfield
projects via Public-Private partnership
(PPP) approach, particularly in sewerage
and waste management projects.
Several key challenges surrounding the
implementation of PPP in brownfield
projects will be deliberated such as land
ownership issues, financial impediments,
public acceptance and inter-department
co-ordination. In addition, the writers
will share some of UKAS’s experiences
as the custodian of PPP affairs in
Malaysia, as to the measures and
approaches taken by the Government in
dealing with such challenges, including
inspiring development of waste-to-energy
component in a project. Finally, this
article will explain the way forward of PPP
in this industry with the private sector and
stakeholders.
