However it falls short in achieving foreign equity participation of 70% by 2015 in terms of access to anybody or persons. The state of affairs before the amendments to the REA were gazetted was alarming with no progress in the REA (in terms of foreign equity) except for multi-disciplinary practices when commitments have been made since 2006. BEM in its future amendments to the REA is currently reviewing whether such engineering services should be regulated under BEM. Despite the Prime Minister’s budget announcement in October 2011 to allow foreign equity up to 100% by 2012, BEM has failed to achieve this milestone.
