Strategy
Key Activities
Prevention
i. Understand the risk:
• The cause of flood.
• Flood Mapping/ Risk Mapping (River catchment/ shorelines,
identification of flood plains, identify all assets).
• Flood Modelling.
• Risk Mapping (Identify vulnerable sites such as Home/
Business and critical infrastructure).
ii. Communicate the risk.
iii. Manage the risk:
• Structural measures and their impact.
• Mitigation, retention and non-structural measures.
• Land use, zoning and risk assessment.
• Integrated river basin approach.
• Flood strategy.
Protection
i. Capacity:
• Flood barriers.
• Impounding Reservoirs.
• Improved food relief channels.
ii. Operation:
• Maintain assets so they are effective.
iii. Resilience and sustainable buildings and infrastructure.
Preparedness
i. Forecast systems.
ii. Flood warning Services:
• Monitor and forecast.
• Provide an effective flood warning service to public and
responders (Establish flood warning codes, determine
appropriate flood warning triggers, organise flood warning
distribution, use of multimedia to disseminate flood warnings).
iii. Public awareness campaigns, public participation and insurance
(Resilience community).
Emergency Response
Response to an event, issues warning, operating assets, rescue people, aid
distribution.
Recovery and Lesson
Learns
i. Support peoples.
ii. Check flood response management systems are “fit for purpose”.
iii. Prevention of pollution.
iv. Repairing and waste management.
v. Review what happened and lesson identified.
vi. Update data and republish the flood map.
