Technical assistance and training to enterprises Figure 1: Outline of the EnMS capacity building programme This standard specifies requirements applicable to energy use and consumption, including measurement, documentation and reporting, design and procurement practices for equipment, systems, processes and personnel that contribute to energy performance. This standard applies to all variables affecting energy performance that can be monitored and influenced by the organisation. It does not prescribe specific performance criteria with respect to energy. MS ISO 50001 has been designed to be used independently, but it can be aligned or integrated with other management systems. MS ISO 50001 is applicable to any organisation wishing to ensure that it conforms to its stated energy policy and wishing to demonstrate this to others, such conformity being confirmed either by means of self-evaluation and self-declaration of conformity, or by certification of the energy management system by an external organisation. The implementation of MS ISO 50001 is intended to lead to reductions in greenhouse gas emissions, energy costs, and other related environmental impacts, through systematic management of energy. Like other ISO management system standards, certification to MS ISO 50001 is possible but not obligatory. Some organisations decide to implement the standard solely for the benefits it provides. Others decide to get certified to it, to 6 38 VOL – SEPTEMBER 2015 VOL63 55JULY JUNE 2013 show external parties they have implemented an energy management system. Outline of the UNIDO Energy Management System Capacity Building Programme Capacity building starts with awareness training mainly targeted at top management of enterprises. The objective is to expose the management to the benefits of energy efficiency and introduce energy management as a tool to improve energy efficiency. This will convince the management to send their maintenance personnel to the User training. Technical capacity is built at two levels: at the User level and at the Expert level. User Training is targeted to person(s) designated by enterprises as responsible for energy management. The training guides participants through the Plan-Do-Check-Act cycle as it applies to the ISO 50001 energy management standard. Instructions and tools are given on how to establish an effective energy policy, review energy use, identify what is significant and opportunities for improvement, set objectives and targets, establish an energy baseline and performance indicators. Expert Training is an intensive training delivered by leading international EnMS experts to national energy and management system professionals and industry energy managers.
