COVER FEATURE SEDA Malaysia’s Human Capacity Development Programme For the Renewable Energy Industry By Edisham Mohd Sukor and Ir. Ali Askar Sher Mohamad T he Sustainable Energ y Development Authority (SEDA) has been charged with the development of renewable energy (RE) in the country through the National Renewable Energy Policy and Action Plan (NREPAP). Apart from implementation of the Feed-in-Tariff (FiT) Schedule, the NREPAP recognized the importance of developing soft infrastructure to sustain the renewable energy growth in the country. Under Thrust 3 of NREPAP, there is a need to intensify human capital development in the Renewable Energy (RE) industry. Therefore, SEDA is taking the lead role in developing human capital to fill the gap in local competency for RE technology. This is to ensure that RE installations in Malaysia are designed, constructed, operated and maintained, by trained and competent engineers and technicians to international quality and safety standards. With the help of Performance Management Delivery Unit (PEMANDU)’s Strategic Reform Initiatives (SRI), one of the six key initiatives under the Government’s Economic Transformation Programme (ETP), SEDA has embarked on a programme to build up the capacity and competency of the local workforce in the RE industry. The training courses offered by SEDA Malaysia are listed below: SEDA Malaysia Grid Connected Solar Photovoltaic (GCPV) Systems Design Course SEDA Malay sia implemented the Institute for Sustainable Power Q u a l i t y (I S P Q) G r i d - C o nn e c t e d Solar PV course in 2012. The course was originally introduced into the country by the Malaysian Building Integrated Photovoltaic (MBIPV) Project under Pusat Tenaga Malaysia in 2007. SEDA Malaysia’s ISPQ license expired in March 2013 and the license holder covering Asia Pacific ceased operation due to low demand. 27
