Recent Amendment
to Uniform Building ByLaws on “Demolition of
Buildings”

T
he collapse of the Jaya Supermarket
building in 2009 during the demolition
stage that caused the death of seven
lives prompted the Government to commission
a Special Committee under the Ministry of
Housing and Local Government to investigate
and suggest recommendations to ensure safety
of the workers and the public. As a result of the
recommendations, the Uniform Building By-Laws
1984 (UBBL) was amended to introduce a new
provision to ensure the demolition of a building is
carried out in a safe and orderly manner.
The proposed amendment to UBBL on
“Demolition of Buildings” together with a few other
amendments were tabled in 2012 to the National
Council for Local Government (NCLG) whereby all
Menteri Besar and Chief Ministers of the states
are members of the Council under the provision of
Article 95A of the Constitution. The proposal was
approved by NCLG and it was then left to various
states of Peninsula Malaysia to adopt and gazette.
As at March 1, 2015, Selangor (Sel PU 142) and
Trengganu had gazetted the amendment.

Demolition of Buildings are:

Application of this Part:
2A. This part shall apply to the demolition of a
building before reconstruction thereof.

Preparation of a submission of demolition plan etc.
2B. (1) Before the demolition is commenced, one
copy of the detailed demolition plan together
with a copy of the stability report prepared in
accordance with MS 2318:2010(P) shall be
submitted to the local authority.
(2) The detailed demolition plan shall bear
a certificate by the submitting person as in
Form A of the second Schedule to the effect
that the details are in accordance with
MS 2318:2010(P) and that the submitting
person accepts full responsibility.
