INGENIEUR Pan Island Link 1. The 20 km PIL1 is expected to reduce traffic in the Tun Dr Lim Chong Eu Expressway (LCE) and roads in the vicinity such as Pengkalan Weld, Jalan Masjid Negeri, Jalan Jelutong and Jalan Sultan Azlan Shah. It is designed with six interchanges to link highly populated areas and transport hubs on the island from the Second Bridge and the Penang International Airport all the way towards George Town, Paya Terubong, Bayan Baru, and Relau. Pan Island Link 2 & 2A. PIL 2 (8 km) and 2A (3km) will be built as a two-way four-lane road that will Improve access to the western part (Balik Pulau) and southern part (Teluk Kumbar) of Penang. Together with the southern section of PIL 1 , the new highways will form the Southern Ring Road for Penang Island and serve as major access roads for the three future reclaimed islands (Islands A, B,C). North Coast Pair Road. The North Coast Pair Road (NCPR) ends at Jalan Lembah Permai in Tg Bungah from Teluk Bahang, forming the western section. To complete the road connection to George Town, the eastern section will comprise: ●● Construction of an elevated dual two-­lane road over Jalan Lembah Permai, Jalan Tg Bungah and Jalan Tg Tokong and ●● Construction of interchange ramps between Jalan Cheah Seng Kim and Jalan Sg Kelian junctions along Jalan Tg Bungah together with U-turns at the junctions. This eastern section of the NCPR will end before the Seri Tanjung Pinang Phase 1 (STP 1) development, as the continuing section would be another elevated dual two-lane road in STP 1 area, which is subsequently connected to the dual fourlane Gurney Expressway. Over in Seberang Perai, highway improvements and road connections have been proposed namely: ●● Intersection improvements on ButterworthKulim Expressway ●● Juru Intersection improvements ●● Construction of road connections (missing links) T h e B u t t e r w o r t h - Kulim E x p r e s s w ay Interchange (BKE IC) is one of the busiest junctions on the Mainland, with traffic volumes 6 14 VOL - JUNE 2016 VOL66 55APRIL JUNE 2013 at the at-grade signalised roundabout as high as 10,000 passenger car units (PCU) per hour during peak traffic. A third-tier one-way flyover is proposed for this turning movement, which will help reduce the overall traffic volume entering the roundabout by some 20%. Operation of the signalised roundabout will then be improved with shorter cycle (waiting) times. The proposed upgrading of the Juru Interchange will help address severe congestion that occurs at the interchange along the North ­South Expressway (NSE) and at the Jalan Kebun Nenas-Jalan Perusahaan signalised T–junction, which is only 160m west of NSE. The proposed improvement scheme involves lane widening; converting the Juru Interchange into a “Diverging Diamond Interchange” and synchronising traffic signal timing with the Jalan Kebun Nenas-Jalan Perusahaan junction. To enhance the existing road network in Seberang Perai, the PTMP includes building the “missing links” for better connectivity in the local road network, namely in the Permatang PasirPerda and Bukit Minyak areas.
