Municipal Separate Storm Sewer System ( MS4 )
The stormwater requirements of the federal Clean Water Act are administered under the Pennsylvania Department of Environmental Protection ’ s ( DEP ) Municipal Separate Storm Sewer System ( MS4 ) Program . In December 2002 , DEP issued a General Permit (“ PAG-13 ”) to all Municipalities for use by MS4s that fall under the National Pollutant Discharge Elimination System ( NPDES ) Phase II program , requiring the implementation of a stormwater management program for minimizing the impacts from runoff to the waterways of the Commonwealth . To simplify , the Borough is charged with keeping clean and maintaining all Borough owned storm systems which include inlets , manholes and the system pipes and outlets for the pipes . As well as inspecting all private owned stormwater ponds and retention systems ( both above ground and underground ) to ensure they are functioning properly , do not discharge any substances other than storm water and do not carry any unnecessary garbage , pollutants and disturbed soil with them to the waterways of the Commonwealth .
One of the requirements of the Permit is for the municipality to educate the public on what you can do to help keep the water clean of pollutants and what is considered a pollutant . The most common pollution Baldwin has is from people dumping items into catch basins located on Borough streets . It is illegal to dump anything into these inlets . Items regularly found include : grass clippings , motor oil , concrete washed out from a concrete truck , soil / dirt / stones , cigarettes , and garbage . If you see someone dumping or littering , please call the Borough so we can address the problem .
Another issue which the DEP requires to be addressed is debris placed over the Borough ’ s storm system outfall pipes located in backyards . Branches , yard waste and grass clippings , as well as construction debris , have been found throughout the Borough on our various outfall pipes . This too is illegal . All the above materials are harmful to the water quality and aquatic life and contribute to pollution within our streams and rivers . Colewood Sanitary Sewer Project
The Colewood Sanitary Sewer Project , which began back in September of 2016 , is now complete ! The project cost approximately $ 2.3 million , included over 7,800 feet of new sanitary sewer pipe installation , 52 new manholes , and 2,100 feet of converted sanitary sewer to storm sewer . The Borough is now in the process of repaving the streets which were affected during this project in the Colewood , Curry , and Overland Trail areas . This project was constructed simultaneously with another construction project to build a 1.2 million-gallon Equalization ( EQ ) tank and Lift station to address wet weather flows and eliminate basement flooding . Both projects were mandated by the Department of Environmental Protection ( DEP ). The EQ tank project also began in September 2016 and is beginning
the start-up process , which put the EQ tank and system online the second week of August . The EQ tank portion of the project cost approximately $ 5.5 Million .
To complete these sewer projects , Colewood
Park was demolished and re-graded . Currently , Baldwin has an engineering firm ( HRG ) developing construction plans for completion of Phase I of the Colewood Park redevelopment to restore the area into usable park space . Phase I entails restoration and grading of the large soccer field to the South of Colewood Drive , a playground area with play equipment , and two parking lots ; one at the end of Colewood and one at the end of Overland Trail . Phase I is expected to be bid in early fall of this year .
