He also points to the Guedes
appointment as an indication of
an alignment within the Ministry of
Finance that it will focus on technical
aspects rather than political alliances
and favours.
“There is a good chance to
see the regulation going forward
and even a more solid bill voted
and sanctioned soon,” he adds.
“The chances are that we’re going
to see an improvement in this
industry with the right choices
made by the executive, but
there will always be the old-style
politicians trying to bargain in their
favour in the legislative.”
Integrated resorts legislation
Further insight into where the
government might be heading
comes from the recent moves with
regard to integrated resorts (IR).
Bill PL 530/2019 looks to establish
32 resort casinos, with gross
gaming revenue set at 10%. The bill,
introduced by federal deputy Paulo
Azi, looks to “slow illegal gaming,
strengthen the national economy,
foster the development of tourism
and improve the protection of
the wellbeing of those Brazilians
who want to lawfully bet on
games of chance”.
