BetCorporate’s Alfieri says he believes the lottery tender was “mismanaged” right from the start. “The privatisation should have started earlier to be able to take the lottery to a competitive level, also when viewed from an international perspective,” he adds. “I am a strong believer of liberalisation even for lottery. I don’t see why there should be any monopoly or special concession. In the end, a liberal market will benefit the end users. This should be a priority, especially for the entertainment and gambling sector, and a good enough reason to open the market.” The other potential issue is the possibility of two new forms of legalised gambling being introduced within the space of a couple of years and how that plays out in terms of popularity. However, the lack of legal gaming opportunities in Brazil currently suggests there is room for more products among a populace relatively starved of legal options. Online gaming in the wings The same could be said for online gaming. As it stands, the bills in the legislature would appear to have stalled, at least until the means of deciding upon a sports betting structure are resolved. Evidence from the eventual market opening might also be a prerequisite. Still, Valente from Super Afiliados points out that at the very least the mood music around gaming as well as sports is more positive than was previously the case. “It is a first step towards a scenario that could potentially become a much better atmosphere for all online gaming verticals,” he says. “This surely brings some hopes to those who are eager to run a legal and regulated operation in the country, with endless possibilities and a fast-growing online audience that could represent one of the biggest markets in the world.” BRAZIL The regulated opportunity in Latam’s largest market 21
