exchange . Such spaces allow to recover the notions and sense of civic legitimacy , tolerance and respect in regard of different point of views . The key premise of Deliberative Democracy is actually that the point of view of the other is vital for the democratic construction of the rule of law . Hence the importance of the contribution by Leighninger , " What we have learned and stopped learning on race ", published in the 8 th issue of the magazine Identities . From the 1990s race riots in major US cities , Leighninger runs through the historic tract of how the country learned to discuss issues of race and to move from words to actions in social conflicts . Instead of settling for equal starting conditions , where and when everyone would be treated equally by teachers , judges , directors and officers , the communities began to try to build public arenas , where and when the social actors openly acknowledge their differences and agree to cooperate . The conclusion drawn by Leighninger is of paramount importance for the democratic governance worldwide : it ´ s necessary to improve the citizens ´ participation in the public debates and to increase the intercultural understanding as complementary task . According to him , the unfinished business of public participation in the debate on race requests to unite people and presupposes recognizing the differences and appreciating all cultures . The cardinal purpose is that the people can feel that their past experiences with discrimination and prejudice will be rectified or at least won ´ t be repeated . For us the challenge now is working harder to refine the rules of deliberative democracy and to prepare a practical manual for facilitating the best possible conversation among citizens within their neighborhoods . New spaces are opened in close link to the Table of Democratic Action Unit ( acronym in
Spanish : MUAD ) and the Civic Platform # Otro18 . The tools of deliberative democracy will be used in these spaces . Such is the case of the space for Gender Conversations , which will encourage the Women ' s Leadership Coalition . The parallel work with deliberative polling will be also paramount for the best performance of the MICs and for supporting the candidates # Otro18 . In this regard and in clear reference to this project , Fernando Palacio Mogar has expressed how diverse groups and views within the Cuban society do not weaken , but empower the citizens to find viable solutions to the nation ´ s problems , starting with the daily difficult task of bring food to the table . The lack of diversity in the ruling elite does not lead to the absence of conflict , while the diversity within the civil society does not lead to perpetual conflict . On the contrary , the commitment to diversity implies that transparency and dialogue can definitely overcome the secrecy , suspicion and fear among Cubans . In turn , historian Boris Gonzalez Arenas insists on citizen mobilization towards political changes by taking advantage of the declared intention by the General Raul Castro to leave the leadership of State and Government in 2018 . The campaign # Otro18 assumes that it will open a window of opportunity to bring about changes for implementing a genuine democratic system , rather than the changes proposed by the nomenclature seeking to retain power . In conclusion , it is essential to recognize the support given to the PIC for publishing the magazine Identities and disseminating it across Cuba . Its articles are interwoven in the complex context of the struggle for race , class and gender equality , as well as for democratization , constitutionalism , independent movements and the solution of political , social , cultural , and historical problems .
