First issued in 2011, ASTM E2840 Standard Practice for Pavement Condition Index Surveys for Interlocking Concrete Roads and Parking Lots provided a means to compare performance to asphalt and concrete pavements. Contractor Training Port and Airport Pavement design manuals In addition, a design manual for port pavement written by John Knapton from England were updated as well as two manuals on airport pavements by civil engineers Roy McQueen (U.S. manual) and by David Hein (Canadian manual). Besides design methods for off-highway wheel loads, these manuals included guide construction specifications, detail drawings and maintenance guidelines. He guided writing of the student and instructor’s manuals by Mr. Smith in 1991 while with the Concrete Paver Institute and again in 1995 with ICPI. An instructional program was launched in 1996. Aimed at improving contractor knowledge and construction quality, it was called the Concrete Paver Installer Certification. With classes hosted by ICPI manufacturing members, over 32,000 have taken this two-day course and exam. At of 2019, there are 2,600 installers across Canada and the U.S. who maintain ICPI certification based on experience and continuing education requirements.
