The International Powered Access Federation ( IPAF ) was formed with the aim of promoting the safe and effective use of powered access equipment , and in so doing to reduce falls from height in the workplace . A full 35 years on , the fundamental messages haven ’ t changed – IPAF continues to deliver quality training , safety and technical guidance and to show leadership in the ongoing fight to curb falls from height worldwide .

Falls from height are the number one cause of workplace injuries and fatalities ; so as the safest method of carrying out temporary work at height it is perhaps no surprise therefore that the powered access has thrived in the 35 years that IPAF has been in existence , as employers and contractors switch on to the equipment available .

Mobile Elevating Work Platforms ( MEWPS ) are increasingly safe and sophisticated in design – it ’ s fair to say there is a piece of equipment available for almost every conceivable work at height requirement , from push-around scissor lifts designed for use indoors , to tall HGV-mounted booms that can move up to six people to heights of 100m or more .

Many operators or managers asked to executive work at height may not be regular users of powered access , so training , basic familiarisation of equipment and the principles of good practice are vital components of completing temporary work at height safely and successfully . Thankfully , while the types of equipment may vary in terms of technological sophistication and capability , the tenets of safe operation remain fairly constant .
Adequate planning , choosing the right machine for the job , ensuring operators and managers or supervisors are properly trained and familiarised with the relevant machine , undertaking risk assessments , having a rescue plan in case anything goes wrong , making sure operators and bystanders are protected , and ensuring machines are secured to prevent unauthorised use are among the basics IPAF constantly strives to emphasise . A robust inspection , maintenance and thorough examination schedule is also key , as are considerations around having equipment safely delivered , loaded and unloaded on site .
IPAF ’ s MEWPs for Managers is invaluable training for any supervisor or site manager overseeing MEWP use , and there are almost 750,000 valid IPAF Powered Access License ( PAL ) Cards currently in circulation around the world . At the end of 2017 , IPAF issued the 1.5-millionth PAL Card to someone successfully completing accredited MEWP or Mast-Climbing Work Platform ( MCWP ) operator training at one of IPAF ’ s highly professional and audited network of
almost 700 Test Centres and 2,000 individual instructors worldwide �.
